摘  要:学前教育作为我国终身教育的奠基阶段,其不只为普通幼儿提供教育,也为特殊幼儿提供教育。特殊幼儿的受教育权只有通过法律才能够维护与实现。我国特殊教育的法律在学前教育领域是缺失的。美国的学前融合教育立法发展较为完善,尤其是从美国学前融合教育立法变迁过程中总结的特征与经验值得我们学习与借鉴。As the foundational stage of lifelong education in China,preschool education serves not only typical children but also children with special needs.The right to education for children with special needs can only be safeguarded and realized through law.However,there is a legal gap in China's special education legislation in the field of preschool education.The legislative development of preschool inclusive education in the United States is relatively complete,and the characteristics and experiences summarized from the evolution of its preschool inclusive education legislation are worthy of our study and reference.
