德国基础教育数字安全保护及其启示

摘　　要：为了保障“工业4.0”实施,德国在教育领域制定“教育4.0”的数字变革举措,并在推动数字教育发展进程中,高度重视制定数字安全保护行动战略。德国数字教育发展存在诸多困境,学校数字化发展迟滞倒逼德国实施数字教育,德国工业4.0目标及疫情暴发加速推动德国数字教育进程。德国在完善数字技术设施建设的同时,制定基础教育数字安全保护战略,从源头建设安全、高效的校园数字基础设施,完善数据保护与安全行动的教育法规体系,创造开放、信任、共享的数字教育文化,提升师生的日常数字技术应用能力。基于以上措施,我国在发展基础教育数字化转型过程中应注重打造安全的基础教育数字设施,全面构建清晰的教育数字技术应用框架,强化师生的日常数字技术风险防范能力,进而形成高质量的教育数字安全保护行动方案。To ensure the implementation of“Industry 4.0”,Germany has formulated a digital transformation initiative called“Education 4.0”in education.In promoting the development of digital education,Germany attaches great importance to developing a digital security protection action strategy.There are many difficulties in the development of digital education in Germany.The sluggish growth of digital schools has forced Germany to implement digital education.The goal of German“Industry 4.0”and the outbreak of the COVID-19 epidemic have accelerated the process of digital education in Germany.While improving the construction of digital technology infrastructure,Germany is also formulating a strategy for digital security protection in elementary education.It aims to build a secure and efficient campus digital infrastructure from the source,improve the education regulatory system related to data security protection,create an open,trustworthy,and shared digital education culture,and enhance teachers'and students’daily digital technology application capabilities.The above measures have some implications for the digital transformation of elementary education in China:for example,we may pay attention to building secure digital infrastructure for elementary education,comprehensively build a clear framework for the application of educational digital technology,enhance the daily digital technology risk prevention capabilities of teachers and students,and form a high-quality educational digital security protection action plan.
