摘  要:在建设教育强国与积极应对人口老龄化国家战略的双重驱动下,将老年教育纳入协同共治、高质量发展的轨道,已成为深化老年教育治理体系现代化的核心路径。随着政府领导力的持续强化、市场力量的蓬勃兴起和社会各界的广泛参与,老年教育治理体系正稳步朝向多元化的方向迈进。分析发现,老年教育治理中的利益相关者之间存在着错综复杂的互动关系与利益博弈。预期型利益相关者构成了老年教育治理动力机制的基石:政府主体作为主导力量,致力于推动老年教育的普惠公平与人口老龄化问题的综合治理;社会主体依托志愿服务、社区融合等多元化平台,密切关注老年学习者的需求满足,以提升自身社会影响力;市场主体敏锐捕捉市场机遇,追求经济效益。与此同时,确定性利益相关者,如教师、老年学习者等,直接关乎老年教育的质量建设,是提升教育水平的关键所在。在此复杂生态中,制度设计的精准性、社会结构的变迁以及市场环境的动态性,共同构成了影响老年教育治理成效的关键因素。鉴于此,应通过平衡多元利益主体的诉求与冲突,完善老年教育的制度体系等方式,推动老年教育由准多元向多元主体协同治理全面过渡。Under the dual drive of building an education power and actively responding to the national strategy of aging population,incorporating elderly education into the track of collaborative governance and high-quality development has become the core path to deepen the modernization of the elderly education governance system.With the continuous strengthening of government leadership,the vigorous rise of market forces,and the widespread participation of all sectors of society,the governance system of elderly education is steadily moving towards diversification.It is found that there are complex interactive relationships and interest games among stakeholders in the governance of elderly education.Expected stakeholders form the cornerstone of the governance mechanism for elderly education:the government,as the leading force,is committed to promoting inclusive and equitable elderly education and comprehensive governance of population aging issues;Social entities rely on diversified platforms such as volunteer services and community integration to closely monitor the needs of elderly learners and enhance their social influence;Market entities keenly capture market opportunities and pursue economic benefits.At the same time,deterministic stakeholders such as teachers and elderly learners are directly related to the quality construction of elderly education and are the key to improving the level of education.In this complex ecosystem,the precision of institutional design,changes in social structure,and the dynamism of the market environment collectively constitute key factors affecting the effectiveness of elderly education governance.In view of this,efforts should be made to balance the demands and conflicts of multiple stakeholders,improve the institutional system of elderly education,and promote the comprehensive transition of elderly education from quasi pluralistic to multi-party collaborative governance.
