面向未来产业的研究生教育结构改革逻辑、困境与路径

摘　　要：引领发展未来产业是加快形成新质生产力的重要途径,其具有战略引领性、不确定性和颠覆性的特征,因此需要高层次人才推动未来产业发展。而研究生教育作为最高层次的教育是培养高水平人才的重要方式,理应面向未来产业的发展。在面向未来产业上,研究生教育结构改革需要遵循适应性调整的关系逻辑和市场、政府与学术三重规制的制度逻辑,并且在改革实践中面临着市场调节灵活性欠缺,政策的时滞和动力递减,以及资源配置多层次差异等困境。为了更好适应未来产业的发展,我国研究生教育结构改革应该坚持有为政府引导与未来产业市场调节的深度融合,强化研究生教育结构改革政策的时间效率和动力传导,以及建立与未来产业发展相适应的研究生教育资源配置模式。Leading the development of future industries is an important way to accelerate the formation of new quality productive forces which has the characteristics of strategic leadership,uncertainty,and subversion.Therefore,high-level talents are needed to promote the development of future industries.As the highest level of education,graduate education is an important way to cultivate high-level talents and should be oriented towards the development of future industries.In terms of future oriented industries,the reform of graduate education structure needs to follow the relationship logic of adaptive adjustment and the institutional logic of triple regulation of market,government,and academia.In the practice of reform,it faces difficulties such as lack of flexibility in market regulation,policy lag and diminishing motivation,and multilevel differences in resource allocation.In order to better adapt to the development of future industries,China’s graduate education structure reform should adhere to the deep integration of government guidance and future industry market regulation,strengthen the time efficiency and power transmission of graduate education structure reform policies,and establish a graduate education resource allocation model that is compatible with future industrial development.
