摘 要:高校中层干部的选拔和评价体系参照地方党政领导干部的标准,在一定程度上不能充分顾及高校工作的特殊性,难以客观、全面地评价中层干部的胜任能力。以冰山模型为视角,运用扎根理论,选取14所高校新提任中层干部的考察材料,构建了高校中层干部胜任力模型,对高校中层干部胜任力情况进行了实证分析。研究发现:高校中层干部胜任力模型包括6个维度和20项胜任力要素。其中,政治素质是核心素质,专业素养、管理能力是基准素质,教育精神、清廉育人和使命担当是鉴别素质。该胜任力模型不仅系统地反映了新时代对高校中层干部的要求,而且为高校精准选拔和培养干部提供了科学的依据。At present,the selection and evaluation system for middle-level cadres in colleges and universities mainly refers to the standards of local party and government leaders,which to some extent fails to fully consider the particularity of college work and makes it difficult to objectively and comprehensively evaluate the competencies of middle-level cadres.In order to construct a competency model for middle-level cadres that is more in line with the actual situation of colleges and universities and to accurately grasp the dimensions for measuring and evaluating competencies,a"Iceberg Model"perspective is adopted,and the"Grounded Theory"method is used.An in-depth analysis of the assessment materials of newly appointed middle-level cadres from 14 colleges and universities was conducted to empirically depict and refine the competency model.The research found that the competency model for middle-level cadres in colleges and universities includes six dimensions and 20 competency elements.Among them,political quality is the core dimension,professional literacy and management ability are the basic qualities,and educational spirit,integrity in education,and mission commitment are the distinguishing qualities.This competency model not only systematically reflects the requirements of the new era for middle-level cadres in colleges and universities,but also provides a scientific basis for the precise selection and training of cadres.
