摘　　要：深化基础教育治理改革是深化教育综合改革的题中之义,对建设高质量基础教育体系,全面提高教育治理体系和治理能力现代化水平,最终助力中国式现代化深入推进具有基础性和战略性意义。深化基础教育治理改革需要明确构建基于价值指向、理念转向和行动路向的“三位一体”逻辑,系统回应治理走向何方、如何引领和何以推进的关键议题。具体而言,深化基础教育治理改革的价值指向在于坚守基础教育的基础性、彰显以治促改的过程性和实现优质均衡的持续性,与之相应要着力促成全过程一体化治理、撬动校家社共同体治理和全面激活技术治理效能的理念转向。深化基础教育治理改革的行动路向是通过德治引领、法治护佑和自治自觉的方式,重塑一种共治在场的治理新格局,进而达至善治目标,最终彰显高质量基础教育发展的新生态。Deepening the reform of basic education governance is an integral part of deepening the comprehensive reform of education,which has fundamental and strategic significance for building a high-quality basic education system,comprehensively improving the modernization level of the education governance system and governance capacity,and ultimately contributing to the advancement of Chinese-style modernization.To deepen the reform of basic education governance,it is necessary to build the“trinity”logic based on value orientation,conceptual turn and action direction,and systematically respond to the key issues of where governance is going,how to lead and how to promote it.Specifically,the value orientation of deepening the reform of basic education governance lies in adhering to the foundation of basic education,highlighting the process of promoting reform through governance and achieving high-quality and balanced sustainability.Correspondingly,efforts should be made to promote the conceptual turn towards the integrated governance of the whole process,leveraging the governance of the school-family-society community,and fully activating the efficiency of technical governance.Therefore,the action direction of deepening the reform of basic education governance is to reshape a new governance pattern of co-governance through the moral governance guidance,legal protection and self-consciousness,and then achieve the goal of good governance,and finally highlight the new ecology of high-quality basic education development.
