摘　　要：教育强国建设必须充分发挥高等教育的龙头作用,必须加快建设中国特色世界一流大学,以创业型大学理念推动高水平研究型大学转型发展,着力建设拔尖创新人才成长的社会支持系统。教育强国与高等教育强国具有内在一致性,要避免以排名论一流,要凸显高等教育对于人的发展和经济社会发展的贡献。中国建设和建成世界高等教育强国,对于改变西方文明主导的高等教育中心格局具有重要的文化与文明价值。建设高等教育强国既要坚持文化主体性,以中华优秀传统文化为根基,也要文明互鉴、融通中外。创新创业教育作为中国特色的教育理念和模式,承载着促进高等教育发展转型的重要使命,在高等教育强国建设进程中扮演着极其重要的角色。面向高等教育强国建设,高校作为教育科技人才一体推进的首选和首要场域,须统筹协调好人才培养、科学研究与社会服务职能,将人才培养与人才资源积极对接新兴科技产业需求,与科研机构、科技企业之间跨界融合。In the construction of a strong educational nation,it is essential to fully leverage the leading role of higher education,accelerating the establishment of world-class universities with Chinese characteristics.This involves promoting the transformation of high-level research universities through the concept of entrepreneurial universities and focusing on building a supportive social system for the growth of outstanding innovative talents.A strong educational nation and a strong higher education system are inherently consistent.It is crucial to avoid evaluating excellence solely based on rankings but to highlight the contributions of higher education to human development and socio-economic progress.China's goal of becoming a global leader in higher education carries significant cultural and civilizational value,particularly in changing the Western-dominated center-periphery model of higher education.Building a strong higher education system should adhere to cultural subjectivity,rooted in the excellent traditional culture of China,while also embracing mutual learning among civilizations to facilitate exchanges between China and other nations.Innovation and entrepreneurship education,as a distinctive educational concept and model with Chinese characteristics,plays a vital role in promoting the transformational development of higher education.In the process of building a strong higher education system,universities,as the primary arena for the integrated advancement of education,technology,and talent,must effectively coordinate their functions in talent training,scientific research,and social service.They should actively align talent cultivation with the emerging technological industry's needs and facilitate interdisciplinary integration with research institutions and tech enterprises.
