摘 要:教育政策议程设置是分配教育资源和影响教育实践的关键活动,具有规范性与随机性的双重属性。在互联网信息技术迅猛发展和网络新媒体深度卷入人们社会生活的背景下,网络舆情压力对教育政策议程设置产生了显著的影响,导致教育政策议程设置的规范性与随机性之间的冲突在教育资源、政府注意力及政策话语权等方面日益凸显。这不仅表明当前的教育政策议程未能精准满足公众日益增长的多元教育需求,也意味着当前的教育政策议程设置活动在实现公共价值与民主价值方面还存在差距。为此,需要重视教育政策议程设置的随机性,超越对网络舆情的被动应对,进一步完善议程设置的规范,增强议程设置的适应性和灵活性,以此来确保教育政策议程设置活动适应时代的变革,精准反映公众的教育诉求与期望。The setting of an education policy agenda is a key activity in allocating educational resources and influencing educational practices,with dual attributes of normativeness and randomness.Under the background of the rapid development of Internet information technology and the deep involvement of new online media in people's social lives,the pressure of online public opinion has had a significant impact on the agenda-setting of education policy,leading to the increasingly prominent conflict between the normative and random nature of the agenda setting of education policy in education resources,government attention and policy discourse.This not only indicates that the current education policy agenda has not accurately met the growing and diverse educational needs of the public,but also that there is still a gap between the current education policy agendasetting activities in achieving public values and democratic values.Therefore,it is necessary to pay attention to the randomness of education policy agenda setting and go beyond passive response to online public opinion;Further improve the normativeness of agenda setting and enhance the adaptability and flexibility of agenda setting,to ensure that education policy agenda setting activities adapt to the changes of the times and accurately reflect the public's educational demands and expectations.
