摘 要:提高劳动者的技能水平和就业质量,推动经济转型升级,促进广泛就业与个体职业发展,实现社会公平和可持续发展是构建中国技能型社会的重要目标。技能型社会是一个多维度的复杂系统,具有动态性、整体性、层次性和目的性等特征。技能型社会以要素协同、资源集成、机制优化和价值引领为核心内涵,形成技能型社会的支撑力、聚合力、推动力和引导力。在具体实施中,建设技能型社会应推动要素关联协同、优化资源精准配置、强化机制设计统筹、培育社会文化导向,以构建多方合作多元协同的社会系统、技能型社会的资源集成体系、人才成长体系和价值引领体系。Improving the skill level and employment quality of workers,promoting economic transformation and upgrading,and facilitating social equity and sustainable development are important goals of building a skills-based society in China.The skills-based society is a complex system with multi-dimensional characteristics,including dynamics,integrity,hierarchy and purpose.From the perspective of system theory,with element collaboration,resources integration,mechanism optimization and value guidance as the core connotations,it forms the"supporting force,aggregation force,driving force and guiding force"of China's skills-based society.In practice,the construction of a skills-based society in China should promote the correlation and coordination of factors,optimize the precise allocation of resources,strengthen the overall coordination of mechanism design,and cultivate social and cultural orientation so as to build a multi-party cooperative and diverse collaborative social system,a resources integration system,a talents growth system,and a value guidance system.
