组态视角下的教育政策执行何以有效?——基于55个“双减”工作典型案例的NCA与QCA混合分析

摘  要:党的二十大提出加快建设教育强国与推进教育现代化的战略目标。为实现这一目标,教育政策精准实施尤为关键。基于“双减”政策工作典型案例,研究构建教育政策执行的理论框架,结合必要条件分析(NCA)与模糊集定性比较分析(fsQCA)方法,从组态视角出发,探讨教育政策有效执行的影响因素及其在多重并发交互作用下的复杂机理。通过对组态分析结果的系统梳理,揭示实现教育政策有效执行的三条路径--“数字技术赋能-公众参与-环境”驱动型、“数字技术赋能-环境”驱动型与“政府-数字技术赋能-制度机制保障”驱动型,指出环境因素应被视为提升教育政策执行力的重要策略。The report of the 20th National Congress of the Communist Party of China proposed the strategic goal of accelerating the construction of an educational power and promoting the modernization of education.In order to achieve this goal,it is particularly critical to ensure the accurate implementation of education policies.Based on typical cases of"double reduction"policy work,the study constructs a theoretical framework for educational policy implementation,and adopts a method combining necessary condition analysis(NCA)and fuzzy set qualitative comparative analysis(fsQCA)to explore education from a configuration perspective.Factors influencing effective policy implementation and complex mechanisms under multiple concurrent interactions.Through a systematic review of the configuration analysis results,the study reveals three paths to achieve effective implementation of education policies-"digital technology empowerment-public participationenvironment"driven type,"digital technology empowerment-environment"driven type and"government-"Digital technology empowerment-institutional mechanism guarantee"drive,and further emphasizes that environmental factors should be regarded as an important strategic tool to improve the implementation of education policies.
