摘 要:省级党委政府是落实“双减”的重要政策主体。通过构建“政策工具·政策任务·利益相关者”三维分析框架,利用NVivo11软件对22份省、自治区、直辖市的“双减”实施方案进行分析,结果发现,省级方案以权威工具为主导,展现出鲜明的强制性特征,量化治理逻辑明显,但其他工具使用不足,个别工具与政策任务、利益相关者匹配不佳;校外培训、课后服务是省级方案的重点内容,但对学生作业关注不够,个别任务与利益相关者匹配不佳;省级方案重视党委政府的作用,但对家长和社会等利益相关者的关注不足。针对以上问题,提出优化建议:一是完善工具结构,注重优势互补,实现最优组合;二是聚焦政策目标,补齐短板弱项,优化任务分配;三是围绕协同育人,凝聚教育合力,发挥家庭、社会育人功能。Provincial Party committees and governments are important policy subjects in implementing the"double reduction"policy.In order to further understand the implementation of the"double reduction"policy in various provinces,this article constructs for analysis a three-dimensional framework of"policy tools,policy tasks,and stakeholders",and uses the NVivo11 software to analyze the implementation plans for the"double reduction"policy in 22 provinces,autonomous regions and municipalities across the country.As a result,it is found that the provincial programs are dominated by authoritative tools,exhibiting distinct mandatory characteristics and an obvious logic of quantitative governance,however,other tools are insufficiently used,and some tools poorly match policy tasks and stakeholders,that the focus of the provincial programs is on off-campus training and after-school service rather than student homework,and some tasks do not match stakeholders well,and that the provincial programs attach great importance to the roles of Party committees and governments,but do not pay enough attention to such stakeholders as parents and society,etc.For the sake of addressing the issues mentioned above,this article proposes the following suggestions:1.improving the tool structures,focusing on the complementary advantages,and achieving the optimal combinations;2.focusing on the policy objectives,addressing the weaknesses,and optimizing the task allocations;3.focusing on the collaborative education,consolidating the educational synergy,and leveraging the educational functions of family and society.
