摘  要:推进高校领导干部能上能下,对于贯彻落实《推进领导干部能上能下规定》、激发干部队伍充满活力、扭转干部行为导向、全面从严治党具有重要意义。当前,在高校,尚存在《规定》在调动干部积极性、加强干部监督管理效果不明显;干部能上能下的问题未得到有效解决;选人用人环境尚需进一步优化等问题。造成这些问题的原因既有传统观念的因素,也有制度层面的因素。因此,高校必须从制定实施意见、组织思想引领、严把选任关口、强化考核评价、加强教育帮扶等方面综合发力,统筹推进。Promoting the promotion and demotion of leading cadres in colleges and universities is of great significance for implementing the Regulations on Promoting the Promotion and Demotion of Leading Cadres,stimulating the vitality of the cadre team,reversing the tendency of cadre behavior,and comprehensively governing the Party with strict discipline.At present,in colleges and universities,there are still some problems,such as the Regulations not effectively mobilizing the enthusiasm of cadres and strengthening the supervision and management of cadres;the promotion and demotion of cadres not being effectively solved;and the need to further optimize the environment for selecting and appointing cadres.The reasons for these problems include both traditional concepts and institutional factors.Therefore,colleges and universities must make comprehensive efforts to formulate implementation opinions,organize ideological guidance,strictly control the selection and appointment,strengthen performance evaluation,strengthen educational assistance,and promote the overall progress.
