国外高校有组织科研内部治理的实践趋向——对主要发达国家的考察

摘　　要：新一轮科技革命和产业变革的深入发展对高校通过健全内部治理机制,加快科研范式和组织模式变革提出了新的时代要求。文章以美国、日本、瑞士、英国等发达国家高校有组织科研内部治理实践为研究对象,归纳出以下实践趋向:完善顶层设计,推动高校内部有组织科研的顺利开展;实行全流程科研管理,保障高校内部有组织科研体系的有效运行;构建激励与评估机制,促进高校内部有组织科研的持续发展。基于此,文章尝试从顶层设计、管理制度和保障机制三方面出发,提出优化我国高校有组织科研内部治理机制的对策建议。The in-depth development of the technological revolution and industrial transformation has introduced new requirements for higher education institutions,particularly in terms of improving internal governance and accelerating the transformation of research paradigms and organizational models.This article examines the internal governance practices of organized research at universities in the United States,Japan,Switzerland,and the United Kingdom,identifying the following trends:enhancing top-level design to facilitate the smooth implementation of organized research within universities;adopting full-process research management to ensure the effective operation of the organized research system;and establishing incentive and evaluation mechanisms to promote the sustained development of organized research.Based on these findings,the article offers recommendations for optimizing the internal governance mechanisms of organized research in Chinese universities,focusing on top-level design,management systems,and support mechanisms.
