摘　　要：在宏观生态场域环境中,民族地区生态治理行动通常蕴含着多重目标追求,且在复杂情景中催生出差异化的政策执行和目标实现过程。通过构建一个理解民族地区生态治理行为逻辑的“价值增长-价值实现”分析框架,从理论、现实和实践三个维度进行全景式透视。从理论逻辑而言,民族地区通常在生态治理要素的选取﹑扩展和组合的选择集内配置相应的行动策略,并通过严格的过程控制,确保生态治理的顺利实施。从现实逻辑而言,民族地区在生态治理中对重点推进生态价值增长还是以发展生态价值实现为主作何决策,均与地方经济紧密关联。从实践逻辑而言,国家在场使得民族地区不再囿于要素与基础的制约,形成了生态治理体系优化和能力提升的基础,在动能升级、规则转型、路径重塑、结构重组、过程联动中推动生态治理目标协同。In the macro-ecological field,ecological governance actions in ethnic areas usually imply the pursuit of multiple goals,and give rise to differentiated policy implementation and goal realization processes in complex scenarios.By constructing an analytical framework of“value growth-value realization”to understand the logic of ecological governance in ethnic areas,a panoramic view will be taken from three dimensions:theory,reality and practice.In terms of theoretical logic,ethnic areas usually configure corresponding action strategies within the selection,expansion and combination of ecological governance elements,and ensure the smooth implementation of ecological governance through strict process control.In terms of the logic of reality,the decision of whether to focus on promoting ecological value growth or to develop ecological value realization in ecological governance in ethnic areas is closely related to the local economy.In terms of practical logic,the presence of the State has made ethnic regions no longer confined to the constraints of elements and foundations,formed the basis for the optimization of the ecological governance system and the enhancement of its capacity,and promoted the synergy of ecological governance goals in the upgrading of kinetic energies,the transformation of rules,the reshaping of paths,the reorganization of structures,and the linkage of processes.
