查新课题申报项目热点透视与反思——科研呼唤原始创新性

摘　　要：本文运用文献调查与分析的方法 ,利用委托查新项目负责人提供的科研申请计划书等查新原始档案材料 ,收集分析数据 ,从其中挑选出应用基础研究项目、重大科技攻关项目及重点科技攻关项目 ,对目前国内医药卫生行业的部分研究热点进行归纳。同时针对热点研究项目在委托查新过程中所暴露出来的问题从四个方面进行了反思 ,既科研选题 ;科研宏观管理体制及运行机制弊端 ;委托申报者普遍存在的浮躁、急功近利心态等多方面进行了剖析 ,并结合国内外一些成功经验提出了若干建议 。Recent investigation hot spots in domestic bio-medicine fields from the retrospective of the entrust archives of novelty-checking projects have partly been concluded.To draw assistance from specific cases undertakend novelty-checking process which to report to a higher authority,such as projects of basic applied research and tackle key problems in science and technology,many problems have been exploded and taken for counter-consideration.The research topics selected inappropriately,the corrupt practice of macroscopic management system of scientific and technological research,ill and unhealthy social phenomena,as well as people who seek quick success and instant benefits should be responsible for the stated status.Moreover,with the help of successful experiences from home and abroad,the author also gives some suggestion for the same occupation to discussion.
