三元政策驱动中小学课堂教学转型:内在逻辑、关键机制与实施路径

摘  要:中小学课堂教学转型具有动态性、复杂性和系统性等特征,是教育生态重塑与系统革新的关键和核心所在。从多重政策视角探讨中小学课堂教学转型是深化课堂教学转型研究的重要路径。新近颁布的新课程改革方案、“双减”政策以及教育数字化战略构成的“三元政策”的叠加效应成为驱动当前我国中小学课堂教学转型与创新发展的关键力量。三元政策的驱动影响为中小学课堂教学转型提供了理念、技术、方法与目标指向,构成了中小学课堂教学转型的基本逻辑。认识与把握这种逻辑,需要设计并构建数据赋能的教学运行机制、育人导向的教学评价机制、开放包容的教学创新机制等三项关键机制,从而保障课堂教学转型的顺利推进。为了更好地落实这些关键机制,则需要从实施路径入手,系统推进中小学课堂教学理论与实践的创新变革。具体而言,各地可从构建政策协同发力运行闭环、推进个性化数字教育资源供给、打造课堂教学转型典范样态、建立智能化质量评估体系、创设区校联动数字教研新模式等方面开展创新探索。The transformation of classroom teaching in primary and secondary schools,marked by its dynamism,complexity and systematic nature,is pivotal for reshaping the ecology of education and innovating the system.To explore this transformation from the perspective of multiple policies is an important path to deepen research on the transformation of classroom teaching.The combined effect of“triadic policies”—the new curriculum reform plan,“double reduction”policy,and strategy for the digitalization of education—has become a key driving force for the transformation and innovative development of classroom teaching in primary and secondary schools in China.The driving influence of the triadic policies provides concepts,technologies,methods,and goal directions,forming the basic logic of the transformation.To understand the logic,it is essential to design key mechanisms:data-empowered teaching operation,student-cultivation-focused evaluation,and open and inclusive teaching innovation.And to ensure the implementation of these key mechanisms,practical approaches including policy synergy,personalized digital resources,exemplary teaching models,intelligent quality assessments and district-school collaborative digital research should be carried out.
