摘  要:加强科技伦理治理是促进科技事业健康发展的重要保障,是深化高校科技体制机制改革的重要举措。在高等学校中,师范类高校承担着加快推动科技创新、推进高水平科技自立自强的使命,肩负着推进高素质教师队伍建设、培育未来教育工作者的重任,在“双一流”建设及国家创新体系中占有重要地位,其科技伦理治理能力直接关乎高校乃至国家科技伦理治理成效。本文对全国78所师范类高校科技伦理治理情况进行了调研,梳理出当前师范类高校科技伦理治理中存在科技伦理治理机制尚不健全、科技伦理治理相关制度建设较为薄弱、科技伦理教育培训工作亟须强化等问题。在此基础上,结合国外师范类高校科技伦理治理经验,就进一步加强师范类高校科技伦理治理,不断提升师范类高校科技伦理治理能力和水平提出相应建议。The ability of universities to govern science and technology ethics is related to the effectiveness of national science and technology ethics governance.Normal universities aim to accelerate technological innovation and promote high-level technological self-reliance and self-improvement among higher education institutions.They are responsible for promoting the construction of high-quality teacher teams and cultivating future educators.They play an important role in the“Double first-class”construction and national innovation system,and their ability to govern scientific and technological ethics directly affects the overall quality of governance in universities and even the country.This study surveyed the ethical governance of science and technology in 78 normal universities countrywide and identified problems,such as incomplete mechanisms,weak institutional construction related to ethical governance,and the urgent need to strengthen ethical education and training in science and technology.Based on the ethical governance experience in foreign normal universities,suggestions are proposed to further strengthen and continuously improve their ability and level of ethical governance in science and technology.
