食品安全治理的嵌入式协作何以实现:基于Z农业企业的案例研究

摘　　要：中国食品安全治理的多主体特征越来越显著,除了政府部门及政府授权的第三方认证机构等,各种类型的生产者和消费者发挥着日益重要的作用。社区支持农业(CSA)通过经济嵌入社会的形式推动食品安全治理,是非政府主体融入农业食品系统多元治理模式的实践案例。本文以Z农业企业为例,在嵌入性理论指导下,构建了CSA多维度嵌入推动食品安全治理的分析框架,从制度嵌入、关系嵌入、文化嵌入、认知嵌入四个方面厘清CSA推动食品安全治理的内在逻辑及作用机制。研究表明:双重认证制度的保障机制、社会关系信任机制、文化柔性约束机制、认知引导激励机制、社会共治多要素互动机制共同作用于生产者和消费者对食品质量保障的认知和行动,为有效的食品安全治理提供可选路径。CSA协作的有效性与“适合交叉”的认证制度策略选择、“恰当有度”的社会关系网络建立密切相关,一方面可以成为推行农产品质量认证制度的借鉴,另一方面呈现出生产者与消费者之间维系信任的多种方法。Food safety governance in China is gradually becoming multi-pronged,with various types of producers and consumers playing an increasingly important role,in addition to government departments,and government-authorized third-party certification bodies.Community Supported Agriculture(CSA),which promotes food safety governance by embedding the economy in society,is a practical example of the integration of non-government actors into the multifaceted governance model of the agri-food system.Taking Z agribusiness as an example,this paper constructs an analytical framework of multi-dimensional embeddedness of CSA to promote food safety governance under the guidance of embeddedness theory,and clarifies the internal logic as well as the mechanism of CSA’s promotion of food safety governance from the aspects of institutional embeddedness,relational embeddedness,cultural embeddedness,cognitive embeddedness.The study shows that the mechanisms of certification system assurance,social relationship trust,cultural flexibility,cognitive guidance and incentive,and social governance interact with each other to provide an alternative path for effective food safety governance.The effectiveness of CSA is closely related to the selection of certification system strategies that are“appropriate for cross-application”and the establishment of“moderately appropriate”social relationship networks.On the one hand,it can serve as a reference for implementing agricultural product quality certification systems;on the other hand,it reveals various methods of maintaining trust between producers and consumers.
