摘 要:教育援助作为国家对外发展的重要内容,不仅是落实外交战略的途径之一,也是应对一系列全球挑战的抓手。在后脱欧时代,英国教育援助基于“全球英国”战略目标、性别平等目标及个体基础技能成长等发展理念,采取“实施经费削减措施,波动调整教育援助支出;启动项目运行框架,统筹援助交付规范管理;更新技术能力框架,培育教育援助顾问人才;生成有效客观证据,完善援助评估生态系统”一系列实践举措,推动教育援助有效发展。这一时期,英国教育援助既呈现出承继文化教育传播路径,为提升国家软权力发挥工具性效用;聚焦全纳教育援助行动,为参与全球教育治理提供战略支撑;推进教育援助研究合作,为塑造国际伙伴关系奠定知识基础等重要特征,也面临着内部管理制度运行效果不理想、援助机构内部响应能力和技术能力下降、援助透明度不足和有效性有待提升等现实挑战。As an important element of a nation's development outward,education aid is not only one of the ways to implement its diplomatic strategy,but also a means to address a series of global challenges.In the post-Brexit era,the UK's education aid is based on the development concept of the strategic goal of‘Global Britain’,the goal of gender equality,and individual basic skills growth.A series of practical measures have been taken to promote the development of the education aid strategy,including the implementation of funding cuts to fluctuate education aid spending;the launching of a project operation framework to coordinate and to standardize the management of aid delivery;the updating of a technical capacity framework to cultivate education assistance consultants;and the generation of effective and objective evidence to improve the aid evaluation ecosystem.During this period,the UK's education aid has presented such important features as inheriting the path of cultural and educational dissemination,playing an instrumental role in enhancing the country's soft power;focusing on inclusive education aid initiatives,providing strategic support for participation in global education governance;and promoting cooperation in education aid research,laying a knowledge base for shaping international partnerships.It also faces such practical challenges as the unsatisfactory operation of its internal management system,a decline in the internal responsiveness and technical capacity of aid agencies,and a lack of aid transparency and effectiveness that needs to be improved.
