摘　　要：在科技强国建设过程中,高等教育应履行高水平科技自立自强的使命担当,把自主创新作为赋能科技强国建设的价值追求,以国家战略需求为导向,以跨界融通为实践取向。高等教育是科技强国建设不可或缺的重要支撑和关键驱动力,没有一流的高等教育体系,科技强国就无从谈起。高等教育赋能科技强国建设,主要体现在人才赋能、技术赋能及文化赋能三个方面,呈现基础性、关键性和引领性等主要特征。在实践中,高等教育赋能科技强国建设应明确自己的定位与行动方向,即发展战略坚持科学研究与人才培养相共生;人才培养采取创新型人才与复合型人才培养相结合;研究战略实现基础研究与应用研究相支撑;科研模式协调好有组织科研与自由探索的关系。人力资本理论、知识经济理论和创新系统理论等理论阐释了高等教育赋能科技强国的理论逻辑,为高等教育培养创新人才、强化基础研究和推动成果转化提供了实践指导。赋能科技强国建设,高等教育学术评价模式需要进行必要的改革,如破除过度量化的学术评价模式,建立基于激发学者学术生命自觉的学术评价模式,共同营造良好的健康学术生态体系,以科学家精神为引领推进学术评价制度创新。In the process of building a scientific and technological powerhouse,higher education needs to fulfill the mission of high-level technological self-reliance and self-improvement,and aim for the development goal of building a world-class technological innovation highland.Higher education is an indispensable support and key driving force for the construction of scientific and technological powerhouse.Without a first-class higher education system,it is impossible to build a strong technological country.The empowerment of higher education in the construction of scientific and technological powerhouse is mainly reflected in three aspects:talent empowerment,technological empowerment,and cultural empowerment,presenting main characteristics such as foundational,critical,and leading.In practice,higher education should clarify its positioning and action direction in empowering the construction of a strong technological country,and adhere to the symbiotic relationship between scientific research and talent cultivation in its development strategy.The talent cultivation adopts a combination of innovative and composite talent cultivation.The implementation of research strategies is supported by both basic and applied research.The scientific research mode coordinates organized scientific research with free exploration.The theories of human capital,knowledge economy,and innovation system have elucidated the theoretical logics for higher education to empower a technological country,providing practical guidance for cultivating innovative talents,strengthening basic research,and promoting the transformation of achievements in higher education.Empowering the construction of scientific and technological country,the academic evaluation model of higher education also needs to undergo necessary reforms,that is,to eliminate excessive quantitative academic evaluation model,establish an academic evaluation model based on stimulating scholars'academic consciousness,jointly create a healthy academic ecosystem,and promote innovation in the ac
