摘 要:义务教育是国民教育体系的基础,影响着国民整体素质的提升与社会公平的实现,实现义务教育优质均衡发展已成为义务教育发展的战略要求与首要任务。义务教育城乡一体化既是义务教育优质均衡发展的目标,也是推进义务教育优质均衡发展的重要举措。义务教育城乡一体化的实现不仅具有推动教育强国建设、推动城乡一体化发展、促进全体人民共同富裕的时代意义,还具有实现优质资源共享和教育公平、提升国民整体素质的实践意义,并呈现和谐共生的城乡义务教育优质一体化、和而不同的城乡义务教育在地特色化及合而为一的城乡义务教育整体协同化的理想样态。然而,在迈向城乡一体化的进程中,义务教育仍然面临主体思想的滞后性、资源配置的失调性、文化发展的同质性、治理主体的分裂性等现实困境,这些困境制约了义务教育优质均衡发展与城乡一体化的推进。为解决这些难题,需要从树立互惠共生理念、联合多元主体协同发力、优化教育财政支出、发挥数字技术赋能作用等方面努力,以促进新时代义务教育城乡一体化的实现。Compulsory education is the foundation of the national education system,which affects the improvement of the overall quality of the people and the realization of social equity,and the realization of high-quality and balanced development of compulsory education has become the strategic requirement and primary task of the development of compulsory education.The urban-rural integration of compulsory education is not only the goal of high-quality and balanced development of compulsory education,but also an important measure to promote the high-quality and balanced development of compulsory education.The realization of urban-rural integration of compulsory education not only has the significance of promoting the construction of an educational power,promoting the integrated development of urban and rural areas,and promoting the common prosperity of all people,but also has the practical significance of realizing high-quality resource sharing and educational fairness,and improving the overall quality of the people.However,in the process of urban-rural integration,compulsory education still faces practical dilemmas such as the lag of the main ideology,the imbalance of resource allocation,the homogeneity of cultural development,and the fragmentation of the main body of governance,which restricts the high-quality and balanced development of compulsory education and the promotion of urban-rural integration.In order to solve these problems,it is necessary to establish the concept of reciprocity and symbiosis,unite multiple subjects to make concerted efforts,optimize financial expenditure of education,and empower digital technology,so as to promote the realization of urban-rural integration of compulsory education in the new era.
