以整体性思维推进青少年法治教育的区域探索

摘  要:在全面依法治国背景下,加强青少年法治教育是对党和国家法治建设的积极回应,对深入推进依法治校、提升青少年法治素养具有重要意义。着眼于推进青少年法治教育创新发展的现实阻滞因素,在整体性思维的指引下,基于南京市浦口区中小学校法治教育实践,构建“主体—范围—行动—保障”四重维度作为青少年法治教育治理局限性与突破路径的分析框架,进行体系性建构。具体而言,青少年法治教育应协同法治部门、家庭、社会、教师等多维教育主体,形成法治育人共同体;立足课上课下的教育全过程和校内校外的全领域,拓展法治教育时空;采取推广校园法治文化教育、开发法治课程体系、搭建媒体平台等多重举措,拓宽法治教育渠道;立足法治教育教学主渠道,统筹整合多方教育资源。In the context of law-based governance in all fields,strengthening legal educa tion for adolescents is not only a proactive response to CPC and the nation's rule of law initiatives but also an essential measure for further promoting rule-of-law practices in schools and enhancing the legal literacy of youth.Focusing on the practical barriers to the innovative development of law-related education for youth and guided by holistic thinking,this paper draws on legal education practices in primary and secondary schools in Pukou District,Nanjing.It proposes a four-dimensional framework comprising"subject,scope,action,and safeguards",to systematically analyze the limitations and breakthrough strategies in law-related education for youth governance.Specifically,law-related education for youth requires the collaboration of multiple stakeholders,including legal departments,families,society,and teachers,to form a legal education community.It should expand the temporal and spatial dimensions of legal education by encompassing both in-class and extracurricular activities.Multiple strategies,such as promoting legal culture education,developing legal curricula,and building media platforms,should be implemented to broaden the channels for legal education.Moreover,integrating and coordinating diverse educational resources through the primary channel for legal instruction is essential.
