摘  要:本文深入分析了我国高校科技人才职称评审制度在以创新能力、质量、实效、贡献为导向的人才评价体系框架下的现状与挑战,回顾了职称评审制度从任命制到评定制、聘任制,再到评审权下放的历史沿革,指出当前评审体系仍受“五唯”现象制约,存在岗位分类复杂、重学校发展轻个人成长、评价内容单一且功利化等问题。针对这些问题,本文提出了一系列制度优化对策,包括坚持师德首位、强化质量与贡献导向、推动评审方式多元化、建立自律约束机制,以及完善政策保障体系,旨在构建更加科学、公正、合理的高校人才职称评价体系,激发高校科技人才的创新活力,促进高等教育与科研事业的高质量发展。This paper delves into an in-depth analysis of the current state and challenges of the academic title evaluation system for scientific and technological talents in China’s higher education institutions,within the framework of a talent evaluation system oriented around innovation capability,quality,effectiveness,and contribution.It reviews the historical evolution of the title evaluation system,from an appointment system to a review system,and then to a decentralized evaluation system.This paper highlights that the current evaluation system is still constrained by the phenomenon known as“five soles,”characterized by complex job classifications,a focus on institutional development at the expense of individual growth,and a singular and utilitarian evaluation content.In response to these issues,this paper proposes a series of institutional optimization strategies.These include upholding the primacy of professional ethics,reinforcing an orientation towards quality and contribution,promoting diversification in evaluation methods,establishing self-regulatory mechanisms,and improving the policy safeguard system.The aim is to construct a more scientific,fair,and rational evaluation system for academic titles in higher education,thereby stimulating the innovative vitality of scientific and technological talents in universities and fostering high-quality development in higher education and scientific research endeavors.
