摘  要:“一带一路”倡议是国际公共产品供给的重要平台,以职业教育“走出去”引领的职业教育对外开放,在“一带一路”共建及中非产能合作过程中发挥着重要作用。依托我国职教改革形成的重要成果与在非海外分校的运营管理经验,我国职业教育在规模化培养非洲本土中、高级技术技能型人才方面具有独特的潜力与优势,并形成了“鲁班工坊”等标志性实践载体。职业教育要真正服务于中非产能合作,关键在于实现较高水平的职业教育国际化,但非洲本土的产业条件、教育质量及我国职业教育本身存在的挑战构成了现实的关键瓶颈。面向未来,我国需凝练中国特色职业教育理念及话语体系,完善职业教育对外开放制度,稳步推进境外办学机制探索,以系统增强职业教育国际化的能力与水平,推动职业教育高水平对外开放,使之更好地服务于国际产能合作。The“Belt and Road”is an important platform for the supply of international public goods.The opening-up of vocational education to the world,led by“going out”,plays an important role in the construction of the“Belt and Road”and China-Africa capacity cooperation.Relying on the important achievements of China's vocational education reform and the operational experience of its overseas branches in Africa,China's vocational education has unique potential and advantages in cultivating middle and highlevel technical and skilled talents in Africa on a large scale,and has formed symbolic practice carriers such as Luban Workshop.The key for vocational education cooperation to truly serve China-Africa capacity cooperation lies in realizing high-level internationalization of vocational education,but the local industrial conditions and educational quality in Africa,as well as the vocational education in China itself constitute the key bottlenecks in reality.Therefore,China still needs to systematically enhance the capacity and level of internationalization of vocational education in the future,promote the opening-up of vocational education to the outside world at a high-level,and make it better serve international capacity cooperation,and the stratigic measures include:refining a national vocational education discourse system with Chinese characteristics,optimizing opening-up system for vocational education and steadily boosting the school-running mechanism.
