摘　　要：历史上,黄河水患治理是中华民族安民兴邦的重要任务之一。十八大以来,党和国家从中华民族永续发展的高度实施黄河流域生态保护和高质量发展战略。新时代黄河治理实践,科学诠释了河流保护与治理的系统性、复杂性和整体性,生动践行了高质量发展要求的根本理念;把尊重河流运行规律、实现人与河流和谐共生确立为基本价值原则,展现了人与河流关系中人文关怀的新拓展,书写了中国河流伦理话语体系的新篇章。黄河治理实践,综合协调了人类利益与河流福祉的关系,统筹推进了系统治理与综合治理,使我们深刻认识到社会公民在黄河治理中的重要作用,这对构建“中国学派”的河流伦理理论具有重要价值和意义。Throughout history,the control and management of Yellow River floods has been one of the significant challenges for the nation to ensure its well-being and the prosperity of the country.Since the 18th National Congress,the Party and the state have implemented the ecological protection and high-quality development strategy for the Yellow River basin to ensure sustainable development of the nation.The practice of the Yellow River governance has established basic value principles of respecting the laws of river operation and achieving harmonious coexistence between humans and rivers.The practice has also shown new expansions in the humanistic care of the relationship between humans and rivers and written a new chapter in the discourse system of Chinese river ethics.In the ecological protection and restoration of the Yellow River,the relationship between human interests and river welfare has been comprehensively coordinated,and systematic and comprehensive governance has been promoted.This has helped us realize the important role of citizens in the Yellow River governance,which is of great value and significance for building a Chinese school of river ethics.
