地方政策如何响应“人工智能+”教育变革?——基于政策文本的逻辑解析

摘  要:“人工智能+”教育的深入推进,亟需在政策层面进行前瞻规划与提前布局。基于此,文章首先通过梳理生成式人工智能介入后地方“人工智能+”教育政策的增项与变化,明晰了其发展的逻辑导向,发现:政策目标体现为稳定发展与动态调适的有机融合,政策内容呈现出保底支持向提质创新的有序递进,而政策工具实现了从供给需求到环境规制的有效拓宽。之后,文章介绍了地方“人工智能+”教育政策推进的行动举措,包括提供落实战略的配套支持、打造层级贯通的协调联动体系、形成社会协同的资源统筹格局、探索集约共享的基地试点模式、加强风险研判与伦理道德建设等。最后,文章提出未来要审思“目标-工具”的变革路径、推动“政策-治理”的协同发展、构筑“短期-长远”的发展生态,以实现“人工智能+”教育政策创新。The in-depth advancement of“AI+”education urgently requires to carry out forward-looking planning and and layout in advance at the policy level.Based on this,this paper firstly clarified the logical direction of its development by sorting out the additions and changes of local“AI+”education policies after the intervention of generative AI.It was found out that policy goals were embodied in the organic integration of stable development and dynamic adjustment,and the policy contents showed an orderly progression from foundational support to quality-driven innovation,and policy tools realized the effective expasion of supply-demand to environmental regulation.After that,the paper introduced the actions and meachers to promote local“AI+”education policy,including providing supporting support for the implementation of the strategies,building a coordinated linkage system connecting different hierarchies,forming a resource allignment pattern of social coordination,exploring a base pilot model of intensive sharing,and strengthening risk judgment and ethical construction.Finally,in the future,it calls for rethinking the transformation path of“goal-tool”,promoting the coordinated development of“policy-governance”,and constructing a“short-term-long-term”development ecosystem,so as to realize the innovation in“AI+”education policies.
