摘  要:县域城乡教育融合发展是县域城乡融合发展的应有之义,具有历史必然性。县域城乡教育融合发展以马克思主义城乡融合发展思想为理论基础,既契合中国社会形态及城乡关系变迁规律,也遵循城乡教育关系演进的内在逻辑,超越了城乡教育一体化的传统框架。县域城乡教育融合发展是指,在县级行政区划范围内,以政府为主导,以培养全面发展的人为根本目的,通过促进城乡教育资源的优势互补、教育体系的差异化整合及教育要素的自由流动,构建城乡教育相互促进、协同发展的新态势。县域城乡教育融合发展的价值追求是实现高质量教育公平,目标体系包括培养自由全面发展的人、推动县域教育高质量发展和助力中国式现代化建设,重点任务是促进县域城乡教师自由、有序流动,推进方法是政府统筹下的多元主体协同治理。The integrated development of county-level rural-urban education is historically meaningful for the integrated development of rural and urban areas at the county level.The theoretical basis for the integrated development of county-level rural-urban education is the Marxist thought on the integrated development of rural-urban education,which conforms to the law of the changes in China's social patterns and rural-urban relations,follows the internal logic for the evolution of the relations between rural and urban education,and goes beyond the traditional framework for the integration of rural and urban education.The integrated development of county-level rural-urban education indicates,within the county-level administrative divisions and under the leadership of the government,fundamentally aiming at cultivating well-rounded people,and building a new pattern of the mutual promotion and coordinated development of rural-urban education(by making better use of the complementary strengths in rural-urban educational resources,and promoting the differentiated integration of the educational system and the free flow of educational elements).The integrated development of county-level rural-urban education pursues the value of achieving high-quality educational fairness;its target system covers the cultivation of free and well-rounded people,the improvement of the high-quality development of county-level education,and the promotion of Chinese modernization;its key task is to promote the free and orderly flow of county-level rural-urban teachers;the method for improving it is the coordinated governance by multiple subjects based on the government's overall planning.
