摘 要:在探索土地发展权和城市更新背景下,尝试构建“土地发展权—土地租差”的分析框架,以西安市老菜场为例,借助博弈论分析社会资本推动土地功能转型的内在实施机制。土地租差是社会资本进驻低效城市空间的主要驱动力,捕获土地租差的基础是拥有土地发展权。在具备土地租差的驱动力之下,土地所有权人、社会企业与政府展开了对土地发展权的博弈,决定了土地功能转型与收益的分配机制;土地所有权人相比于社会资本,缺乏土地发展定价的话语权、资金和组织能力,处于博弈中的弱势,因而形成土地的增值收益分配不均;政府与社会资本之间的博弈具有动态的不完全信息特点,形成了社会资本获利的不确定性,政府的刚性管制政策,使得社会资本获得的土地超额发展权是有限的。In the context of exploring land development rights and urban renewal implementation,this study attempts to construct an analytical framework of“land development rights-land rent gap,”using the old vegetable market in Xi’an as a case study.By employing game theory,it analyzes the internal implementation mechanism of social capital driving the functional transformation of land.The research indicates that the land rent gap is the primary driving force behind the entry of social capital into inefficient urban spaces,and the basis for capturing the land rent gap is possessing land development rights.Under the motivation of the land rent gap,landowners,social enterprises,and the government engage in a game over land development rights,which determines the mechanism for land functional transformation and the distribution of benefits.Landowners,compared to social capital,lack the discourse power,funding,and organizational capacity to price land development,positioning them as the weaker party in the game,thus resulting in an unequal distribution of land value-added benefits.The game between the government and social capital has dynamic characteristics of incomplete information,creating uncertainty in the profits gained by social capital.Additionally,the government’s rigid regulatory policies limit the excessive land development rights obtained by social capital.
