摘 要:2000年,香港教育统筹委员会颁布了《终身学习,全人发展——香港教育制度改革建议》,第一次将学前教育视为终身学习的基础。自此,香港地区政府对学前教育的态度正式转变为积极干预方式。在幼小衔接方面,香港地区政府进行了政策推动与资源支持两方面的积极探索。香港地区政府通过颁布一系列的政策在终身学习的视野下去审视幼小衔接问题,并将幼小衔接作为促进学习、教学与评估的行动范围,且通过课程指引对幼小衔接的具体行动路径进行了全面探讨。为促进幼小衔接实践工作的开展,香港地区政府亦注重家长教育资源、教师培训资源、校本支援服务与阅读资源的供给与更新。香港地区政府推动幼小衔接的做法对反思我国内地幼小衔接中政府的角色定位有一定的启示意义。In 2000,the Hong Kong Education Commission issued Lifelong Learning,All-round Development-Suggestions for the Reform of Hong Kong’s Education System,which for the first time regarded preschool education as the basis of lifelong learning.Since then,the Hong Kong government’s attitude towards preschool education has officially changed to an active intervention mode.In terms of the kindergarten-primary school transition,the Hong Kong government has actively explored in policy promoting and resource supporting.The Hong Kong government has adopted a series of policies to examine the kindergarten-primary school transition from the perspective of lifelong learning,and has taken it as the action scope to promote learning,teaching and evaluation,and has comprehensively discussed the specific action paths for it through curriculum guidance.In order to promote the implementation of the kindergarten-primary school transition,Hong Kong government also pays attention to the supply and renewal of parent education resources,teacher training resources,school-based support services and reading resources.The practice of Hong Kong government to promote the transition between kindergarten and primary school has a certain significance for reflecting on the role of the government in the transition between kindergarten and primary school in China's Mainland.
