摘　　要：传统的教学模式让研究生养成了被动式学习习惯,缺乏问题意识,缺乏创新性人格。论文基于公共管理专业研究生创新能力提升指标体系,根据公共政策分析课程属性和特点,从创新知识技能、创新人格培养、创新思维养成、创新成果呈现四个维度分解基于研究生科研创新能力培养的课程目标,从而实现“课程设计+教学方法+专业实践”全过程教学模式改革和实践。The traditional teaching mode leads to postgraduates passive learning habits,which lacks of problem awareness and innovative personality.Based on the index system of innovation ability improvement of graduate students majoring in public administration,this paper analyzes the course atributes and characteristics of Public Policy Analysis.From the four dimensions of knowledge and skills,cultivation of innovative personality,cultivation of innovative thinking and innovation results,the course objectives of postgraduate research innovation ability are decomposed,so as to realize the whole process of teaching model reform and practice of"curriculum design,teaching method and professional practice".
