摘　　要：目的:分析数字技术对基层健康治理的促进作用。方法:基于嵌入性理论,分析数字技术嵌入基层健康治理的现实困境。结果:在结构上,数字技术与科层组织存在“互构”梗阻;在功能上,科层组织存在嵌入偏好,且压力型制度导致技术空转;在关系上,工具理性导向与信息茧房阻碍了基层健康治理网络构建;在认知上,数字技术弊端与数字鸿沟影响了受众的接受度与参与度。结论:弥合机会差距,增强基层资源禀赋;强化保障机制,提升基层治理效能;重塑交融关系,促进数字赋能治理体系;凝聚价值认知,转变基层治理理念,共同推进数字技术嵌入基层健康治理。Objective To analyze the facilitating effect of digital technology on primary health governance.Methods Based on the embedding theory,the realistic obstacles of digital technology embedded in primary health governance were analyzed.Results Structurally,digital technology and hierarchical organizations were hindered by "mutual construction".Functionally,hierarchical organizations had embedding preference,and the pressure-based system leaded to technological idling.Relationally,instrumental rationality and information cocoon impeded the construction of primary health governance networks.Cognitively,the drawbacks of digital technology and the digital divide affect the acceptance and participation of the audience.Conclusion It is recommended to bridge the opportunity gap to enhance primary resource,strengthen the guarantee mechanism to improve the effectiveness of primary governance,reshape the relationship to promote the digital empowered governance system,and consolidate the value cognition to change the concept of primary governance,so as to jointly promote the embedding of digital technology in primary health governance.
