来华留学生汉语教育的变化趋势与高质量发展路径

摘　　要：发展来华留学生汉语教育具有促进教育服务贸易产业发展、助推汉语形成区域性公共产品、传播中国语言文化和助力教育外交发展等重要意义。研究发现,最近20年来华留学生汉语教育发展呈以下趋势和特点:学生数量总体占比逐年下降,增长日趋乏力;非学历生始终占据主体,学历生占比难有较大突破;奖学金生占比呈下降趋势,政府资助的拉力作用日渐式微等。为促进来华留学生汉语教育高质量发展,需加强标准化和质量建设,建构更加灵活多样的非学历教育体系,提高服务供给的针对性和适切性,并促进教育服务供给的多样化和市场化发展。The development of Chinese language education for international students in China is of great significance in promoting the development of education service trade industry,promoting the formation of regional“public goods”of Chinese language,spreading Chinese language and culture and thus promoting the development of educational diplomacy.The present paper finds that in the past 20 years,the development of Chinese language education for international students in China has shown the following trends and characteristics.The overall proportion has been decreasing year by year,and the growth in the number of students is becoming increasingly weak.Non-degree students always occupy the main body,and the proportion of degree students is difficult to make a big breakthrough.The proportion of students receiving scholarships is showing a downward trend,and the pulling force of government funding is gradually diminishing.These have brought various possible impacts on the development of Chinese language education for international students.To promote high-quality development,Chinese language education for international students should strengthen standardization and quality construction,construct a more flexible and diverse non-degree education system,improve the pertinence and appropriateness of service supply,and promote the diversification and market-oriented development of educational service supply.
