公众人物的舆论监督伦理探究

摘　　要：舆论监督在六大监督体系中最为特殊,是公众和媒体参与社会管理的一种重要形式。当前,舆论监督的伦理问题集中体现在对政治公众人物和社会公众人物、自愿型社会公众人物和非自愿型社会公众人物的同质化监督。舆论监督的主要对象应为政治集团的代表人物,由于其代表人民利益且被赋予权力,因此需要接受广泛的监督,甚至包括对其部分私生活的监督。自愿型社会公众人物作为舆论监督的次要人员,其私生活原则上不应受到公众舆论的监督,除非其本人主动公开个人隐私。对于非自愿型社会公众人物,除非其违背了道德或触犯了法律,否则公众不应过度关注和讨论其私生活。无论何种公众人物都应享有身体隐私、住宅隐私、通讯秘密以及正常家庭和恋爱生活不受侵扰的权利。Public opinion supervision is the most distinctive among the six supervision systems and represents an important form of public and media participation in social governance.At present,the ethical issues of public opinion supervision are mainly manifested in the homogeneous supervision nature of political and social public figures,as well as voluntary and involuntary social public figures.The primary targets of public opinion supervision should be the representatives of political groups.Since they represent the interests of the people and are vested with power,they need to be subject to extensive supervision,even including supervision of some aspects of their private lives.Voluntary social public figures,as secondary targets of public opinion supervision,should generally not have their private lives supervised by public opinion,unless they take the initiative to disclose their personal privacy.For involuntary social public figures,the public should not overly focus on or discuss their private lives,unless they violate moral codes or break the law.All public figures,no matter which group they belong to,should enjoy the rights to physical privacy,housing privacy,communication secrecy,and an undisturbed normal family and love life.
