新时代高校网络意识形态风险化解研究

摘　　要：在新时代背景下,网络技术的迅猛发展对高校网络意识形态领域带来了新的挑战和风险。意识形态的斗争从“传统”转向“虚拟”,从“线下”转为“线上”,互联网已成为意识形态斗争的重要组成部分。高校是网络意识形态斗争的前沿阵地,通过对新时代高校网络意识形态存在的问题、特点和成因进行分析,运用危机管理的4R理论提出相应的化解对策,包括建立网络风险应对体系提升缩减力、通过加强技防和人防来提升预备力、建立完善的网络风险保障体系提升反应力、加强网络意识形态危机风险总结提升恢复力。通过对高校网络意识形态风险的深入分析,高校在网络意识形态风险管理上应做到预防为主、科学研判、主动出击和有效治理。Currently,influenced by the rapid development of network technology,the struggle of ideology has shifted from“traditional”to“virtual”,from“offline”to“online”,and the Internet has become an important component of the ideological struggle.Universities are at the forefront of this online ideological struggle.By analyzing the problems existing in the network ideology of colleges and universities in the new era,the characteristics of network ideological risks,and their causes,this paper proposes solutions using the 4R theory of crisis management,which includes establishing a network risk response system to enhance reduction capabilities,strengthening technical and human defenses to enhance readiness,establishing a comprehensive network risk guarantee system to enhance response capabilities,and strengthening the summary of network ideological crisis risks to enhance recovery capabilities.Universities should focus on prevention,conduct scientific research and judgment,take proactive measures,and effectively govern network ideological risks.This provides a reference for resolving network ideological risks in colleges and universities.
