摘　　要：本文运用NCA和fsQCA方法,选取36个典型案例城市研究,分析了数字营商环境各要素与新质生产力的组态关系。研究发现,新质生产力的形成需要匹配的数字营商环境,并需要因地制宜地制定优化路径和方案。数字资源环境、数字市场环境、数字政务环境和数字法治环境对新质生产力的形成具有重要作用。据此,本文提出了两种高新质生产力形成的组态路径:一是以数字资源为中心的政务、法治融合型;二是数字市场环境—政务—法治协同驱动型。同时,针对非高新质生产力的形成,提出了优化建议。研究强调,要根据区域特点,因地制宜地优化数字营商环境,以促进新质生产力的发展。具体建议包括优化数字资源环境、数字市场环境、数字政务环境和数字法治环境,以实现经济高质量发展。This study employs necessary condition analysis(NCA)and fuzzy set qualitative comparative analysis(fsQCA)methods to examine 36 typical case cities,analyzing the configurational relationship between various elements of the digital business environment and new quality productivity.Thefindings indicate that the formation of new quality productivity necessitates a conducive digital business environment and emphasizes the importance of developing optimized pathways and strategies tailored to local conditions.The digital resource environment,digital market environment,digital governance environment,and digital legal environment play a crucial role in the formation of new-quality productive forces.Based on this,this paper proposes two configuration paths for the formation of high-quality productive forces:first,a governance-law integration model centered on digital resources;second,a digital market environment-governance-law synergy-driven model.Furthermore,suggestions for optimizing conditions for non-high-quality productivity are presented.The study also stresses the necessity of adapting the digital business environment according to regional characteristics to facilitate the advancement of new quality productivity.Specific suggestions include optimizing the digital resource environment,digital market environment,digital government environment,and digital legal environment to achieve high-quality economic development.
