威斯康星大学终身职后评审制度的发展与启示研究

摘  要:为弥补终身教职制度的缺陷,终身职后评审应运而生,一定程度上保证了美国高等教育的质量。威斯康星大学终身职后评审制度在初创期面临过度评审和资金成本的争议,通过衍生出发展式评估,畅通沟通机制,强化资金保障来不断完善该制度。这一制度的多元和包容性体现在其学术、教学和服务的评估标准上,不仅关注教师教学和科研能力,还强调教师对社会服务的贡献;评审模式的清晰规范体现在其定期的评审周期和明确的评审标准,使得评审过程透明、公正;多元主体的参与则体现在教师同行、院系行政人员、校长、校董会等各方利益相关群体在评估过程中的实质性参与,确保了评估的客观性和公正性。对于中国而言,在“双一流”战略下,威斯康星大学终身职后评价制度对改革教师考核评价体系具有借鉴意义。In order to compensate for the shortcomings of the tenure system,post-tenure review came into being,which ensures the quality of higher education in the United States to a certain extent.The post-tenure review system at the University of Wisconsin was faced with disputes over excessive review and capital cost in its initial stage,and has been continuously improved through the deriva-tion of developmental assessment,smooth communication mechanism,and strengthened financial security.The diversity and inclu-siveness of this system are reflected in its academic,teaching and service evaluation criteria,which not only focus on teachers’teaching and research abilities,but also emphasize teachers’contributions to social services.The clear specification of the review mode is reflected in its regular review cycle and clear review criteria,making the review process transparent and fair.The participation of multiple subjects is reflected in the substantive participation of various stakeholders such as faculty peers,department administrators,presidents,and school councils in the evaluation process,which ensures the objectivity and impartiality of the evaluation.For China,under the stategy of“Double First-Class”initiative,the University of Wisconsin’post-tenure review system has reference significance for the reform of the teacher evaluation system.
