英国学校体育治理的经验及对我国的启示——基于《学校体育与活动行动计划(2023年版)》解析

摘　　要：对英国《学校体育与活动行动计划(2023年版)》进行解析,总结其主要特征,旨在为新时代我国学校体育改革提供借鉴。英国学校体育治理积极提升英国儿童青少年的身体活动水平,经验特征体现在7个方面:注重计划实施可行性;财力支持补贴化;能力培养生活化;课外体育校园化;学生上下学非机动化;多方协同联动共治;强调学校体育公平。对我国的启示:加强配套工具供给,提升学校体育高质量发展的可操作性;优化协同共治,构建多方参与的协同联动共治模式;加大资金扶持力度,实施学校体育补贴;拓宽治理思路,推行非机动方式的上下学;深化教育公平,保障弱势群体学生享有学校体育的权利;重视关键生活技能培养,完善户外安全教育。In the context of the deepening reform of school sports in the new era,this study uses literature review,content analysis and other research methods to analyze the UK's School Sport and Activity Action Plan(2023)and summarize its features,with the aim of providing reference and inspiration for China's school sports reform.The governance of school sports in the UK aims to improve the physical activity level of children and adolescents in the UK,and the experiential characteristics are reflected in seven aspects:paying attention to the effective implementation of the plan,strong financial support,attaching importance to the cultivation of key abilities,making the campus the main venue for extracurricular sports,calorie-consuming physical activity to help school sports governance,multi-party coordination and joint governance,and emphasizing the fairness of school sports.The implications for China are as follows:strengthening the provision of supporting tools to enhance the operability of high-quality school sports development;optimizing collaborative and co-governance,and build a collaborative and co-governance model with multi-party participation;increasimh financial support and subsidize school sports;expanding governance approaches while promoting non-motorized transportation to/from schools;deepening educational equity and promoting the right of disadvantaged students to school sports;paying attention to the cultivation of key abilities and improving outdoor safety education.
