摘　　要：研究生教育分类发展政策是指导学术学位与专业学位研究生教育分类发展的顶层设计,体现出以深入改革分类培养模式、助力研究生教育质效双增为基本目标,以追求研.究生教育高质量发展、推进研究生教育治理现代化为现实诉求,以面向教育强国战略需求、提高拔尖创新人才自主培养质量为战略意蕴的价值旨归。为确保政策实现预期效果,未来需从政策优化、价值纠偏、资源整合等维度规避政策的可能风险,并基于统筹兼顾、有的放矢,于法有据、稳步推进,先立后破、加强保障等思路推进政策实施。The policy of classified development of graduate education serves as a top--level design to guide the development of the elassifcation of graduate education for both academic and professional degrees,which reflects the basic goal of in--depth reform of the classified training model and the improvement of the quality and efficiency of graduate education,the pursuit of high-quality development of graduate education and the modernization of graduate education governance as the realistic demand,and the strategic purpose of facing the strategic needs of a strong country in education and improving the quality of independent training of top-notch innovative talents.In order to ensure that the policy achieves the expected effect,it is necessary to avoid the distortion risk of policy from the dimensions of policy optimization,value correction,and resource integration in the future.And based on overall planning,targeted,in accordance with the law,steady progress,first establish and then break,strengthen the guarantee and other rational ways to promote the implementation of policies.
