摘 要:科学合理的职业教育高质量发展指标体系对于支持和引领职业教育高质量发展,推进教育强国建设有重要支撑作用。遵循指标体系创建的普遍原则和常规做法,职业教育高质量发展指标体系创建应当以基本概念为逻辑起点,抓住“可比”“领先”“特色”三个衡量要点,在一定质量观、教育观和评价观的指导下,依据职业教育高质量发展的内涵意蕴、政策规定、评估经验进行创建。职业教育高质量发展指标体系应当全面评估职业教育发展在背景、输入、过程、输出各维度的高质量,具体可分解为基础条件、核心机制、内生能力、办学成效、社会贡献5个一级指标和20个二级指标、65个三级观测点,突出“充裕度”“协调性”“类型化”“认可性”“服务力”等多元评估关注点,体现量化和质性相结合、分值评定与等级判定相综合的评价范式。A scientific and reasonable indicator system for the high-quality development of vocational education plays an important role in supporting and leading the high-quality development of vocational education and promoting the construction of a strong country in education.Following the general principles and practices of creating indicator systems,the creation of the indicator system should take the basic concept as the logical starting point and grasp the three key measurement points of“comparability”,“leadership”and“characteristics”,and be guided by certain perspectives on quality,development,and evaluation,ultimately to be created on the basis of the connotations of the high-quality development of vocational education,the provisions of the policy,and the evaluation experience.This indicator system should evaluate the quality of vocational education development in various dimensions such as background,input,process,and output.Specifically,it can be decomposed into five primary indicators:basic conditions,core mechanisms,endogenous abilities,educational effectiveness,and social contributions,including 20 secondary indicators,and 60 tertiary observation points.It highlights multiple evaluation scales such as“adequacy”,“coordination”,“typification”,“recognition”and“service”,reflecting a comprehensive evaluation paradigm that combines quantification and quality,score evaluation and grade judgment.
