异地高考政策能增加随迁子女的高等教育机会吗?——来自长三角的证据  

Can the Policy of Taking the College Entrance Examination in Another City Improve the Higher Education Opportunities for Migrant Children?Evidence from the Yangtze River Delta

摘　　要：新时代背景下,流动人口随迁子女接受高等教育的境况仍不乐观,探讨异地高考政策对随迁子女高等教育机会的影响,对促进高等教育公平和完善异地高考政策具有重要意义。本文采用双重差分法,以长三角地区的流动人口为研究对象,实证探讨了异地高考政策对随迁子女高等教育机会的影响。研究发现,异地高考政策有助于随迁子女高等教育机会的获得,随着时间的推移,政策效应呈现先增加后降低的趋势。同时,异地高考政策正向调节流动人口家庭文化资本、社会阶层地位对随迁子女高等教育机会的影响。由此表明,异地高考政策已经成为一种维持、强化流动人口内部教育不平等的重要机制。In the context of the new era,the situation of migrant children receiving higher education is still not optimistic.Exploring the impact of the college entrance examination policy that allows students to take college entrance examination in another city on the higher education opportunities of migrant children from migrant families is of great significance for promoting higher education equity and improving the off-site college entrance examination policy.This article adopts the difference-in-differences method and takes the floating population in the Yangtze River Delta region as the research object to empirically explore the impact of the off-site college entrance examination policy on the higher education opportunities of migrant children.It is found that the off-site college entrance examination policy helps migrant children obtain higher education opportunities,and the policy effect shows a trend of first increasing and then decreasing over time.At the same time,the policy of off-site college entrance examination positively moderate the impact of cultural capital and social class status of migrant families on the higher education opportunities of their accompanying children.This indicates that the policy of taking the college entrance examination in other cities has become an important mechanism for maintaining and strengthening educational inequality within the floating population group.
