摘 要:“双减”政策将课后服务正式列为我国义务教育阶段学校必须向学生提供的公共服务,与课堂教学共同构成“双减”的一体两面。一项已完成的覆盖全国的大样本调查发现,经费保障不足、教师负担增加、学生和家长满意度有待提高等突出问题,在开展课后服务的过程中普遍存在。针对上述问题,本研究对部分发达国家开展课后服务的政策脉络、实践举措和模式经验进行了系统性分析,聚焦价值定位、经费保障、师资建设、监测评估进行针对性探讨,提出如下建议:坚持基础性价值定位,重在提高普及率和服务质量;强化财政性经费保障,鼓励差异化的社会资本投入;加强标准性政策引领,推进师资供给的多元化与高质量;基于国家引导性政策,建立质量评估与监测机制。"Dual Alleviation Strategy"officially listed after-school care as public services.Together with classroom teaching,after-school care forms two sides of"double reduction".In a completed survey covering a large sample across China,the research results show that there are serious problems such as insufficient funding,increased burden of teachers,and insufficient satisfaction of students and parents.These are universal existing in the process of carrying out after-school services.In response to the above problems,this study has conducted systematic discussion for the policy context,practical measures and pattern experience of some developed countries,focusing on value proposition,fund security,teacher construction,monitoring and evaluation of targeted research,then making the following suggestions:adhere to the positioning of basic value to improve the popularization rate and service quality as the focus of after-school care;strengthen fiscal funding guarantee,and encourage differentiated social capital investment;strengthen standard policy leadership,and promote the diversification and high quality of the supply of teachers;based on national guidance policies,establish a quality assessment and monitoring mechanism.
