摘  要:《关于进一步完善和规范高校高水平运动队考试招生工作的指导意见》于2024年进入全面实施阶段,高校高水平运动队迎来重大发展机遇,但也面临严峻挑战。此次改革表现出力度空前、内容多元、影响深远三个特征,实现了考试招生政策的迭代升级。政策变动导致高校高水平运动队规模大幅萎缩,体育单独招生考试人数激增,相关利益群体参建动力下降,不均衡发展程度进一步加深。未来应在政策空间盘活、体育单招扩容、教育宣传引导、分类建设探索等方面开展更多尝试,从而有效化解高校生源危机,构建科学发展格局,更好地推动高校高水平运动队平稳健康发展。With the implementation of the"Guiding Opinions on Further Improving and Standardizing the Examination and Enrollment Work of High-level Sports Teams in Higher Education Institutions,"high-level sports teams in colleges and universities are currently facing significant development opportunities as well as substantial challenges.This reform is rendered with three key characteristics:diverse content,unprecedented intensity,and profound impact,representing an iterative upgrade of examination and enrollment policies.The changes in policy have led to a notable reduction in the size of high-level sports teams in higher education institutions,a sharp increase in the number of students participating in the separate entrance examination for athletes,a decline in the motivation of stakeholders,and a deepening imbalance in development.Moving forward,efforts should focus on enhancing policy flexibility,expanding the enrollment for the separate entrance examination for athletes,promoting guidance through education and publicity,and exploring classified construction.These measures will help effectively address the recruitment crisis in colleges and universities,establish a scientific development framework,and promote the stable and healthy development of high-level sports teams in higher education institutions.
