摘 要:基于文本分析法对“十三五”时期我国青少年校园足球政策进行研究,在确定9个一级评价变量与34个二级评价变量的基础上,采用二进制计分法对8项青少年校园足球政策文本进行量化分析。结果表明:政策P1的PMC指数为5.850,评级为“可接受”;政策P3、P4与P6的PMC指数分别为6.183、6.600与6.233,评级为“优秀Ⅱ”;政策P2、P5、P5与P8的PMC指数分别为6.650、7.267、7.133与7.100,评级为“优秀Ⅰ”。借助PMC曲面图与多投入产出表对8项政策文本设计进行复盘,获得以下启示:注重政策制定多主体交叉性,催生多主体协同效应;注重政策作用在时间与空间上连续性,催生政策影响力叠加效应;注重政策调整的动态性,催生政策效用弹性效应。Based on the text analysis method,this study examines the youth campus football policies in China during the"Thirteenth Five-Year Plan"period.On the basis of determining 9 first-level evaluation variables and 34 second-level evaluation variables,a binary scoring method is employed to quantitatively analyze 8 youth campus football policy texts.The results show that the PMC index of policy P1 is 5.850,rated as"acceptable";the PMC indices of policies P3,P4,and P6 are 6.183,6.600,and 6.233,respectively,rated as"excellentⅡ";the PMC indices of policies P2,P5,and P8 are 6.650,7.267,7.133,and 7.100,respectively,rated as"excellentⅠ".With the help of the PMC surface graph and multi-input-output table,the designs of the 8 policy texts were reviewed,yielding the following insights:Emphasize the intersection of multiple subjects in policy formulation to foster a synergy effect among multiple subjects;focus on the continuity of policy effects in time and space to generate a superposition effect of policy influence;and pay attention to the dynamic nature of policy adjustment to create an elastic effect of policy utility.
