职业教育民生保障力的内涵要义、问题短板与优化策略

摘　　要：民生保障力是中国特色社会主义教育强国的重要特质。职业教育民生保障力是教育民生保障力的重要组成部分。职业教育民生保障力涵盖均等的教育机会提供力、就业资格和能力的支持力、经济社会发展服务的保障力。职业教育民生保障力具有兜底性、公平性、普惠性等特征。当前,职业教育存在职普融通瓶颈、教学导向偏差、新技术支撑不足等问题和短板,影响了民生保障力的高效实现。建议加强政策引领促进教育机会更加公平,深化要素改革促进技能教育支持就业,强化产业需求导向更好地服务经济社会发展。People’s livelihood security force is an important characteristic of the socialist education power with Chinese characteristics.The livelihood security force of vocational education is an important part of the livelihood security force of education.The people’s livelihood security force of vocational education covers equal educational opportunities,employment qualifications and ability support,and the guarantee of economic and social development services.The people’s livelihood security force of vocational education has the characteristics of bottom-line support,fairness,and universality.At present,there are some problems and shortcomings in vocational education,such as the bottleneck of vocational and general education integration,the deviation of teaching orientation,and the lack of new technical support,which affect the efficient realization of people’s livelihood security forces.It is suggested to strengthen policy guidance to promote more equitable educational opportunities,deepen factor reform to promote skill education to support employment and strengthen industrial demand orientation to better serve economic and social development.
