摘 要:习近平总书记在2024年全国教育大会上强调:“构建职普融通、产教融合的职业教育体系,大力培养大国工匠、能工巧匠、高技能人才。”可持续发展理念下产学合作伙伴关系有力推动了澳大利亚职业教育的快速发展。专业领域人才资源的短缺、传统教育后发力不足及人才与社会之间过渡性桥梁的单一,是澳大利亚产学合作伙伴关系(ISPs)兴起的三大原因。政府相关部门、行业技能委员会、行业企业及学校构建起产学合作伙伴关系的基本框架。基于协商的承诺水平,动态变化的利益相关者体系,立足行业的课程设置与资源共享,是产学合作伙伴关系的三大特点。通过对澳大利亚产学合作伙伴关系可持续性发展的分析发现,深入推进产教融合、校企合作需注重顶层设计、明确利益相关方职责,健全行业组织、发挥协会调控作用,激发企业动能、畅通需求传导渠道,面向真实职业场景、促进学校开放办学。At the 2024 National Education Conference,General Secretary Xi Jinping emphasized:"We must build a vocational education system that integrates vocational and general education,industry and education,and fosters the development of master craftsmen,skilled artisans,and highly skilled talents."Under the concept of sustainable development,industry-school partnerships have significantly propelled the rapid growth of vocational education in Australia.The emergence of Industry-School Partnerships(ISPs)in Australia is driven by three main factors:a shortage of talent in specialized fields,the insufficient momentum of traditional education,and the lack of diverse transitional bridges between talent and society.The basic framework of these partnerships is formed by relevant government departments,industry skill councils,industry enterprises,and educational institutions.The three key characteristics of these partnerships are:commitment levels based on negotiation,a dynamically changing stakeholder system,and industry-oriented curriculum design and resource sharing.Through an analysis of the sustainable development of ISPs in Australia,it is evident that to deepen the integration between industry and education,and enhance school-enterprise cooperation,it is essential to focus on top-level design,clarify the responsibilities of stakeholders,strengthen industry organizations,leverage the regulatory role of associations,stimulate corporate motivation,streamline demand transmission channels,and promote open school operations that align with real-world vocational scenarios.
