集群网络理论视域下民族地区薄弱学校教育发展研究——基于G省的实证分析

摘  要:薄弱学校已成为制约民族地区教育现代化和以教育现代化推动社会主义现代化的瓶颈。集群网络理论指出,通过社会资本、专业资本的流动可以提升薄弱学校办学质量。该研究借助该理论,从集群模式、网络治理、集群活动及改进效果四个维度对G省五个学校集群网络案例进行综合分析,探讨如何通过优质教育资源及集群网络带动民族地区薄弱学校发展,并最终实现区域教育优质均衡发展的实践路径。研究发现,通过学校网络进行的薄弱学校改进模式多样,初见成效,但改进过程中仍然存在治理主体地位被动、集群活动同质化等问题。结合当前民族地区教育高质量发展要求,依靠专业力量、健全集群制度、激活集群机制、促进协同发展应成为优化学校网络的重要举措。The educational development of ethnic area has always been significant for the Party and the State on ethnicity,and it is also bound to forging a strong sense of community within the nation.Underperforming schools have long become main obstacles that restrict the modernization of education in ethnic areas,and also the promotion of socialist modernization of the country.Cluster network theory points out that the education of underperforming schools could be improved through the flow of social and professional capital.Under this theoretical framework,this study conducts a comprehensive analysis of five school networks in G province in terms of its patterns,governance,activities and results,and explores how to promote the development of underperforming schools in ethnic areas through high-quality educational resources and cluster theory so as to achieve the high-quality and balanced development of regional education.The research found that the school network benefited the underperforming schools in various aspects,but there are still problems such as the passive roles of these schools,the homogenization of cluster activities,etc.Combined with current demands for high-quality development of fundamental education in ethnic areas,professional intervention,well-established regime,vigorous mechanism and collaborative culture are key strategies when optimizing the school networks here.
