摘  要:边疆教育治理体系现代化是边疆治理体系现代化的重要组成部分。积极推进边疆教育治理体系现代化,有利于引领边疆教育高质量发展,助力边疆治理现代化,推动边疆地区的中华民族共同体建设与人类命运共同体建设。边疆教育治理体系现代化的网络结构由静态的横向结构和动态的纵向结构构成。静态的横向结构包括边疆国民教育治理现代化、边疆安全教育治理现代化、边疆中华民族共同体教育治理现代化与人类命运共同体教育治理现代化的应然状态。动态的纵向结构包括边疆教育治理理念、边疆教育多元治理主体和边疆教育治理机制走向现代化的过程。推进边疆教育治理体系现代化需要进一步革新边疆教育治理主体对边疆教育“边缘化”与自身被动参与的观念,通过培育数字能力和解决地方性问题能力提升其治理能力;在宏观的顶层设计、中观的配套制度支撑、微观的适应性问题方面保障边疆教育治理现代化的制度供给;通过吸引、留住、融合等方式扩充边疆教育人口规模,提升边疆教育人口质量。The modernization of the frontier education governance system is an important part of the modernization of the frontier governance system.The active promotion of the modernization of the frontier education governance system helps to lead the high-quality development of frontier education,improve the modernization of frontier governance,and boost the construction of both the community of the Chinese nation and the community with a shared future for mankind in frontier areas.The network structure for the modernization of the frontier education governance system consists of the static horizontal structure and the dynamic vertical structure.The former includes the necessary modernized governance of frontier national education,security education,education concerning the community of the Chinese nation,and education concerning the community with a shared future for mankind.The latter involves the concepts of frontier educational governance,diversified governing bodies,and the process of the modernization of the frontier education governance mechanism.To promote the modernization of the frontier education governance system,we need to change the concepts of marginalizing frontier education by the governing bodies and their passively participating in frontier education governance,and improve their governance capability by cultivating their digital competence and their ability to solve local problems;ensure the institutional supply of the modernization of frontier education governance in terms of the macro top-level design,the meso supporting system,and micro adaptability;and increase the population receiving frontier education and raise its quality by means of attracting,retaining and integrating the population。
