我国教育捐赠的发展及政策建议

摘  要:教育捐赠在经济社会发展中具有推动教育普及、增进社会公平、提高教育适切性、促进社会团结、丰富社会创新的特殊作用。改革开放以来,我国教育捐赠事业有了很大发展,成为慈善捐赠的重要领域以及扩充教育资源、促进教育普及的重要力量。然而,我国教育捐赠还存在捐赠发展不充分、社会捐赠意识不足、捐赠政策激励不强、捐赠资源分配不合理、捐赠对象(非营利性民办学校)发育不足等问题,未来还有极大的发展空间。建议加强全社会公共精神培育,创设良好的教育捐赠制度环境,加大教育捐赠政策激励,完善非营利性民办学校治理结构,促进教育捐赠与公共教育体系的衔接。Educational donations play a unique role in economic and social development by expanding access to education,pro-moting social equity,enhancing the relevance of education,fostering social cohesion,and enriching social innovation.Since the reform and opening-up,China's educational donation sector has made significant progress,becoming a key area of charitable giv-ing and an essential force in expanding educational resources and promoting educational accessibility.However,challenges re-main,including underdeveloped donation practices,insufficient public awareness of charitable giving,weak policy incentives,inequitable allocation of donated resources,and inadequate development of nonprofit non-governmental institutions of education as donation recipients.There is substantial room for further development.Future efforts should focus on fostering a public spirit of giving,creating a favorable institutional environment for educational donations,improving policy incentives,optimizing the gov-ernance structure of nonprofit non-governmental institutions of education,and strengthening the integration of educational dona-tions with the public education system.
