摘 要:高等职业教育已迈入高质量发展阶段,国家顶层设计与地方接续联动的政策推进效力显著。构建高等职业教育高质量发展指数的指标体系,可为监测高等职业教育高质量发展态势以促进职业教育强国建设提供新视角、新思路和新工具。基于扎根理论,运用NVivo 14.0软件对2014—2024年间国家和地方政府所发布的相关政策文本进行三级编码,识别、分析和提炼出可用于测度高等职业教育高质量发展指数的量化指标,并通过理论饱和度检验论证编码结果的可信度与可靠性以及指标体系构建的客观性与科学性。最终确立由5个一级指标、21个二级指标和67个三级指标所构成的高等职业教育高质量发展指数指标体系,综合反映高等职业教育人才培养指数、科教融汇指数、产教融合指数、社会服务指数和国际交流指数,为后续开展高等职业教育高质量发展指数实证研究供给理论评价模型与实践测度工具。Higher vocational education has entered the stage of high-quality development,with significant effectiveness in policy advancement through national top-level design and local successive linkage.Constructing an indicator system for the high-quality development index of higher vocational education can provide new perspectives,ideas,and tools for monitoring the trend of high-quality development of higher vocational education,thereby promoting the construction of a leading nation in vocational education.Based on the rooting theory,NVivo14.0 software is used to code the relevant policy texts issued by the national government and local governments during the period of 2014-2024 at three levels,to identify,analyze and refine the quantitative indicators that can be used to measure the index of high-quality development of higher vocational education,and to demonstrate the credibility and reliability of the results of the coding and the objectivity and scientific nature of the indicator system construction through the theoretical saturation test.The final establishment of a high-quality development index system for higher vocational education,consisting of 5 primary indicators,21 secondary indicators and 67 tertiary indicators,comprehensively reflects the talent cultivation index,science and education integration index,industry education integration index,social service index,and international exchange index of higher vocational education,providing theoretical evaluation models and practical measurement tools for subsequent empirical research on the high-quality development index of higher vocational education.
