摘 要:受管理主义思潮影响,教育评价出现了“效率崇拜”现象。伴随着老龄少子化成为人口新格局,我国社会可持续发展的基本动力需从人口优势转变为人才优势,教育促进人口高质量发展和服务强国建设的基础性支撑作用愈发突显。《教育强国建设规划纲要(2024—2035年)》明确指出了我国教育发展的战略方向和重要任务,新时代的教育评价改革须紧紧锚定强国建设目标,通过系统性改革彰显教育评价的基本属性,在科学理念的牵引下发挥教育评价的核心作用,坚持价值守正和路径创新相结合,以本体论思维守护教育评价的人文价值,以认识论思维提升教育的社会价值,以方法论思维创新教育的技术路径。技术赋能的教育评价改革,必须系统性地调和工具理性与价值理性之间的张力,通过数智赋能的全息评价,构建引导与监测双向驱动的教育评价新形态;借助人机协同的个性评价,供给技术驱动下人才选拔与培养机制的新动能;利用数字伦理的规范评价,打造风险防控与算法治理并重的评价新准则,从而推动“教育、科技、人才”三位一体协同发展,夯实教育强国底座,构建高质量现代教育体系。Influenced by managerial ideologies,educational evaluation has exhibited a phenomenon of“efficiency worship”.With the aging population and declining birth rates shaping the new population structure,the fundamental driving force for the sustainable social development in China must shift from a demographic advantage to a talent advantage.The pivotal role of education in promoting high-quality population development and supporting the construction of a strong nation has become increasingly evident.The“Outline for Building a Strong Country in Education(2024-2035)”clearly defines the strategic direction and important tasks for the development of education in China.The educational evaluation reform in the new era must align closely with the goal of building a strong nation,demonstrating the fundamental attributes of educational evaluation through systematic reforms.Guided by scientific principles,the core role of educational evaluation should be highlighted,combining value integrity with innovative paths,with ontological thinking protecting the humanistic values of education,epistemological thinking enhancing its social value,and methodological thinking innovating its technological approaches.Technology-empowered educational evaluation reform must systematically reconcile the tension between instrumental rationality and value rationality.Through holographic evaluation empowered by data and intelligence,a new educational evaluation model driven by both guidance and monitoring should be constructed.By leveraging human-machine collaboration for personalized evaluation,new momentum should be injected into talent selection and cultivation driven by technology.Normative evaluation through digital ethics should create new standards for risk prevention and algorithmic governance,thereby promoting the collaborative development of“education,technology and talent”,solidifying the foundation for a strong nation in education,and building a high-quality modern education system.
